extra fee for different payment

hello,
I want to add different extra fee for my website, couldn’t find the plugin for it.
I saw the article (https://www.creativetweets.com/how-to-add-an-additional-charges-for-cash-on-delivery-payment-method-cod-in-woocommerce/) and tried to copy it to my site.
but it seems it have to post on theme-editor page which i can’t access to it.
How can I access to the page, or what’s the suggestion from you, maybe some plugin i havent try yet?
