Filter attribute element not displaying all options (aizaz or luke only pls)

Very strange behavior with the ‘filter attribute element’ on shop page for custom layout.
One basic shop page, it is not showing all attribute options in drop down (see screenshot #1)
but when I view a specific sub-category, all attribute options are visible in drop down (see screenshot #2)
It is the same exact item visible in shop area in both scenarios. Any ideas?
