Yes you can use widget “WooCommerce Average rating filter”. Add it to your sidebar in Appearance -> Widgets.

Ah, I knew I was missing something simple.

I do have a followup question.

I prefer using the popular Rating-Widget plugin. Is there any way I can have the Basel template work with that plugin in regards to filtering?

We can’t say exactly about compatibility of this plugin with our theme since we didn’t test it. You can try and you will face any problems we will do our best to help you.
