First time product not add to cart when incognito mode on

When i open my website in incognito mode in chrome and add any product without user login, product are not showing in cart. but i add twice same product, automatically add 2 product and showing both product in cart page. Its not working showing when i add first time its showing when i click twice add to cart button. its only problem in incognito mode.

Please deactivate all the plugins not related to the theme and switch the parent theme, check the issue, if the problem remains, leave the plugins not activated and provide the site admin access to the private area
