Is it possible to make it so that only the text scrolls up and down in the blog, and the background image stands still? And how can this be done ?

There is no option, it can be possible to implement with custom CSS.

Each blog post shall have its custom CSS if you want different images for different blog posts.

You can provide the blog post and image URL I will provide the CSS, you will duplicate, replace ID and image URL for others.
