Footer layout not working

I want 2 rows layout, with columns. Please check the screenshot. The widget area shows 5 columns and no rows. Where can I find the row, in the footer layout. I want to create brands slider in the 1st row and I want to give menus in the 4 columns below. Is that possible?

This is how it works. If you set the footer layout then it will create the columns in the footer.

In your case, the first will be a full-width column.
