Forbidden, You don’t have permission to access this resource

When I try to save theme setting, I always got this error : === Forbidden, You don’t have permission to access this resource ===
I have tried in 3 different domains from change the theme until fresh install.
Please help

Try to disable mod_security on your server. It seems to block Theme Settings “save” requests.

How risky is it to disable the mod_security ?

You need to consult with your hosting provider on this matter. Maybe they will just exclude this particular request from being blocked.
