Free shipping bar incorrect

When a customer is on the cart page initially the free shipping progress bsr is correct, but if they apply a coupon the bar doesn’t update (even on full page reload) and shows the wrong amount. How can we fix this? In screenshot I sent i applied a $5 off coupon that that changes the subtotal from $49.99 to $44.99. Free shipping is over $74 so the shipping bar should say add $29.01 to get free shipping but it says add $24.01 to get free shipping.
