Free shipping not selected automatically

Hi,
I’ve setup a shipping zone for Canada in which I’m offering 2 shipping methods.
1) flat rate of $12
2) Free shipping on orders $97 and above
When I test this and add multiple items to the card (more than $100), it shows the two shipping options but the flat rate is selected by default.
Can you please advise? I think ‘free shipping’ should be applied and it shouldn’t show the flat rate.
