Getting Server Error 403 on homepage deign changes

when we are trying to make changes in home page design for example trying to change or add new categories in home page section getting Server Error 403. Screenshot attached

Could you please check how it works with some default WordPress themes like TwentyTwenty or WooCommerce Storefront to understand is it our theme issue or not?
