Header and footer are gone when promo popup is enabled

The site header and footer are gone when promo popup is enabled, we tested other 3rd party popup plugin’s, same issue remains. details see video below.

First of all, I’m really sorry have taken long time to reply you due to the weekend.

There are many errors in Console log related to JS https://prnt.sc/rblBWzjz3YiE

You should deactivate all plugins (except Required Plugins) and then reactivate them one by one. This makes it very easy to isolate the plugin causing problems.
