You have a preset that overrides the default value from Theme Settings. https://monosnap.com/file/gyZJjE2lylaqg3kgWSsaMl8518rRFN

So navigate to Theme Settings and in the preset area remove that preset or edit it and remove the value defined for the Header banner.
