Header Builder has no effect on localhost

I have installed Woodmart on a localhost with a linux webserver (Ubuntu 18.04). The Header builder has no effect on the site pages. New headers can be created but when they are made default nothing changes. The documentation talks about enabling header builder but I cannot see that option in version 3.5. Is there a setting on localhost PC that prevents Header builder from changing the header on the site?

Header builder is turned on by default and it should work on localhost as well. Perhaps, there is a plugin that conflicts with the header builder and breaks its functionality. Unfortunately, we are not able to check it while your website is hosted locally.
