Header disappears

When I scroll down and scroll back up the top header disappears why does this happen?

I am still having an issue where the header banner disappears if I scroll or move the cursor across the page especially if I move the cursor across the top right section where it says “English” (language dropdown). When I click the language dropdown the header banner also disappears completely. Why does the header banner disappear its not suppose to disappear. Can you fix this please?
