Header PHP

Hello!
I recently visited one bank website and there was a header with 2 lines of links.
It is possible to make in child theme through PHP or should I use a parent theme?

Unfortunately, such changes through PHP cannot be used for the header. You should try to make it via WoodMart -> Header builder.

In the meantime, feel free to ask me any questions you may have.
