Help with prefooter and woodmart elements

Hello, i have two problems, first how to display pre footer in all the pages? cause is not visible at homepage, but for other pages is working.

the second one is i want add this element in pre-footer

but using wpbakery i go to “WoodMart templates library” but the page never load, only display loading animation.

Please check your settings on the home page. Perhaps you have enabled the option of “Disable pre-footer” http://prntscr.com/log0xb

In order to get the block you show:

1. Navigate to HTML block and create a new one.
