Hover on image glow outline the image

    Hi,
    On the homepage, I have 2 images. Please help me because I am spending hours figuring it out, and I really need it, so that on hover outline of the image will be glowing (color doesn’t matter, I will edit it), you can see the screenshot. Please help me, I really need this… thanks
