How Do I Change The Color Of The Newsletter and Area Of Where Phone Number Is?

I would like to change the color at the top where your phone number is displayed on that little bar as well as change the color of the news letter that displays further down on the page.

You can customize your top bar color in Theme Settings -> Header -> Top bar.

These rows can be edited with WPBakery Page Builder. Go to Dashboard -> Pages -> edit home page, find them and click edit. There, you are able to change their backgrounds under the Design tab.
