How many domains can we use the theme we purchased? I think it works on a single license

You can only use one license for one live domain or site. If you want to use another domain then you have to purchase another license. But you can activate one license for one DEV website as well.

No, there is no issue with the process. But the Recommended way is to buy the license and activate the theme and further work on it. Because you have to activate the license in order to get the Theme updates regularly.
