Unfortunately, you cannot add the smooth scrolling to the dropdown menu item, it works only for the main navigation items like “Home”, “About Us”, “Media” etc.
In order to create the anchor with smooth scrolling, first of all you need to add the ID to your section in the “Section” settings, after that go to Appearance -> Menus -> select your menu -> create a link using the “Custom Links” element and open it, there find the “One page anchor” field and enable it.
