how to change "discount percent" in store

I have products with discount in my store, but not of the 100% how I change that value?.

also have discount rules:
premium discount -25% of base price
basic discount -15% off base price

these discounts applies of two different user group.

Additional info: product price it’s ok but the label “100%” doesn’t match with discount rule (-15% in this case).
