How to change store notice style?

Hi,

I want to change store notice dismiss-link.

I want to move it from right to left(now link is icon”X”, I want to change it location,becasse my facebook chat plugin almost in same location.)
or
like woocommerce defaults( it show dismiss, customer can click “dismiss” remove store notice.

I have another question now, How can I give user(shop manager) theme settings and woodmart function?

I use plugin use “User role editor”,but I already give theme setting right to shop manager account, the attachment is my screenshot. Please check it.

Please enter the Dashboard > Users, chose any user or create a testing one, then switch the static: Customer/Shop manager and others, enter the site from this user, and check which tabs are available for this or that user. I am not sure 100% but as I understand the Shop manage status for the user is what you need.
