In order to change subtitle color, choose “Custom” in Color Scheme of Promo Banner and “Custom Color” tab will appear as shown here: http://prntscr.com/istbu0

Set the colors as per your needs.

Plese, provide me with the link to the page with Promo Banners and #color you want to set.

If you mean Theme color scheme in general, it is set in Theme Settings > Styles and colors.
