Loco translate is not a multilingual plugin, it looks like you use Polylang too. Send me access to the admin panel so I can look closer at it.

1) Duplicate your header for each language you need: https://prnt.sc/xBYsQNbc6Lo2
2) Modify the copies according to the language you would like to assign.
3) While modifying the header, copy the header number in the URL. It looks like this: “header_992211”: https://take.ms/4v3q1n
3) Go to Polylang Languages -> Translations
4) Search for the string Named “header”: https://take.ms/22UKY
5) Put the header number in the field of the language desired.
