How to create a element that will go away like the Cookies and other Pop ups?

Hi,
I would like to make it so the top bar comes in like the Cookies bar, but is able to be closed, just like the cookies and product added tabs that pop up.
I understand these cant be easy but if you can give me a direction to go, we would very much appreciate it.

You need to enable and configure Headerbanner in the Theme Settings > Shop page > Header banner.

Hello,
If you want a popup, you can enable and configure it in the Theme Settings > Shop page > Promo popup.
The header banner appears as a row and has the option to be disabled. It cannot be configured to appear from the top or any of the sides.
