How to Create Login/Register popup

Hi Team,
I want to know how i can create a login/register popup for which is available on the MyAccount tab and showcase that popup on all the pages.
As i want to attract the users which offers saying login to get the discounts on our website. I have attached the ss below for the reference.

You can add the Promo Popup easily from Theme Settings >> General >> Promo Popup >> https://ibb.co/16GfmMk and add the content in the form of HTML Block.
