All the blocks for the mega menu are created with HTML block, which is added (their ID) into Description of the menu item. More information is here: https://xtemos.com/docs/basel/create-menu/

As for the screen, you show, it is created by means of Section title or Custom Heading element and Extra Menu Item http://prntscr.com/kbbncs
As soon as you add these elements you will see the options and figure out how to configure them.
