Please Go to Appearance >> Menus >> Edit menu >> Edit menu items and set the on mouse event to click.

It seems that you have enabled the option open categories menu for the homepage that’s why the categories are displayed always.

Please Edit the Homepage and disable the option as in the screenshot. Then the categories menu will appear when you hover over it.
