How to enable one page scrolling?

Hi! I created 2 sections on home page which I want to link in the menu e.g. create a one page effect. The link is working, but scrolling animation is not there like usually one page has. Please precise how to fix it? Of course I will have a separate pages for e-shop, privacy policy etc, so my website is not a one pager. I know it is possible as I have done this before with other themes.
