How to include top and bottom border in header?

Hello!

I would like to include a border above and below the Menu, but I can’t do it.

I would like to do something similar to the menu on this site:

On the website I’m building, if I put a border on the Menu, it doesn’t look like this:

The top one doesn’t have a strip, because you can only configure the bottom border.

How can I configure the top border as well?

Because I don’t use the element above the main header.
