How can I display these cool “sub category” block images in each product page?

Are you sure its a Mega Menu? Becuase its being statically display on the product category page, as well as every sub-category page.

If I were to create an HTML block, where would I insert it so that it displays on the product category pages above the product archives as shown in the image

Please edit the Product category to check which block has been added. If you cannot detect, please provide the site admin access and page URL we will check.
