How to turn off comment on all post

Hi, I have turned off the comment feature on “Setting – Discussion – Allow people to post comments on new articles” but why the comment box is still appearing at the bottom of all the post?

If the disabling the option does not help, try a plugin https://wordpress.org/plugins/disable-comments/

We have not tested the plugin with our theme and do not guarantee 100% compatibility.
