HTML BLOCK for menu in header doesn’t work

The site https://www.rhinolineavita.it has a header that has a menu item that displays an html block on mouse hover.
This menu is not displayed because it is hidden by the css header-base.min.css which is included only on the home page.
On the other pages of the site, the menu is shown correctly (e.g. https://www.rhinolineavita.it/realizzazioni).
How can I fix?

Please confirm the permission for plugins deactivation, and switching to the parent/default theme. As soon as we complete the testing we will enable it all back.

After activating the parent theme and deactivating all plugins except these ones:
Elementor
Woodmart Core
WooCommerce

So the issue can be in some third-party plugin or code, I suggest doing the same and activating the plugins one by one, checking the issue to detect which one causes the problem.
