HTML Menu not saving

I am trying to save a HTML menu but it is not allowing it. It reverts back to NONE and default settings

You did not read the question. I know how to create menus. Your HTML BLOCK is not saving within menu. I have created 3 menus using HTML BLOCK and now it does not save at all when you set it up in the menu
