I can change the photo of the categories that come with the theme, but when I add photos for the newly added categories, this is not reflected and my photos do not appear.

I have checked the issue on the default Storefront theme and there is the same issue persists: https://prnt.sc/LpevzlJDJpIE , therefore this is something related to WooCommerce because on the default theme the same issue. In this case, I suggest you contact the WooCommerce support team for further solutions.
