How can I add promotional articles on a single product page like the one in the screenshot below?

Hello,

I saw the screenshot you attached.

To add content before and after the add to cart button on the single product page You need to use an HTML Block and use its shortcode in the before/after add to cart text under Theme Settings >> Single product >> Add to cart options.
