Is it possible to fill with colour just bottom part of header design?

I wonder if it possible to set header background just the bottom part of header layout design (Logo center) not whole like now it is posible.

And where can I change this text in header: Welcome to our store. Call free: 055 1233 32 55?

You can change header text in Theme Settings -> Header -> Other.

Try to add the following code snippet to the Custom CSS area in Theme Settings to change the background.

.navigation-wrap {
	background: #efefef;
}
