Is there a way to find the Web-url of HTML Blocks?

I want to exclude certain blocks from being cached by our caching plugin Wprocket.

Did you read the heading of the topic? I just need to know the URL of HTML blocks that come with theme.

HTML Blocks doesn’t have URLs. Only pages and posts like products may have URLs.
