Is there a way to hide the media library from all users except for admin?

Is there a way to hide the media library from all users except for admin on the site, but still store images which are uploaded on the website, they still to go into a directory, but hide media library from vendors?

Is there an option for this?
If not, what code could I use?

Unfortunately, there is no such option by default. You need to find a third-party plugin to achieve more functionality that best suits you: https://wordpress.org/plugins/prevent-direct-access/
