Issue with SVG and theme update

Hello,
I have a problem with the display of SVG in front, it worked but for no apparent reason no more svg appears (see PJ1).
I also have a problem with the theme update (PJ2).

Thank you the problem was the authorization to access the page.
When I disable it the svg came back and I was able to update.
Today I have another problem, I need to override a source file of the parent theme in my child theme (inc / template-tags.php) but it does not work, my modification is not displayed.
Can you tell me how to override directories and files with my child theme?

You do not need to rewrite the files just create the function you want to change in the child theme and make changes.
