However, when creating an order on behalf of the customer manually, the Terms and Conditions fail to appear. The only viable solution under such circumstances is to disable the Terms and Conditions option during the checkout process. It is important to note that we are currently using the standard template and have not incorporated any custom blocks at this juncture, suggesting that this issue likely affects all users.

This behavior is observed when we manually generate orders within the administration panel, which is a standard practice in WooCommerce:
To address this issue promptly, we propose setting the Terms and Conditions option to “No page set” as a temporary workaround.
