Layouts over translations

I’ve created single product layouts and I’ve added some rules to exclude categories. I’m using WPML as translator but seems rules work only with the main site language.

Yes, that is right. That is the way WPML works regardless of the theme. You need to translate all the categories, and when you add the condition in the translation, you need to set the translated categories.
