https://prnt.sc/wnriyw is not showing for product categories and when the brands are changed, it doesnt show the search bar above it.

There are no options exactly as shown on your screen, unfortunately. Perhaps you can find a plugin. Our widgets are based on Woocommerce base functionality and Woocommerce does not have such.

how can i at least limit the height at least so it scrolls

Please find the option in the Theme Settings > Shop > Widgets
You can set Height for filter widgets and enable the scroll.
