Mega electronics sticky menu only visible when logged in

Hello, I’ve been trying to use the mega electronics prebuilt theme with my site, but it’s only properly visible when logged in. I have disabled all plugins except those required by the theme, still have the same issue.

I have found that you are using the cache from the server. Please remove and disabled all sorts of cache from the server then check back the site.

No there shouldn’t be any caching happening. I have the option of using litespeed cache, memcached or redis – but all three options are disabled and the problem persists.
