As I understand you want to make Test like a mega menu.

1/ Navigate to HTML block and create mega menu – the block which appear on Test hover

2/ Then Appearance > Menu > Enter menu item > check Description field http://prntscr.com/j17fim If you do not see the Description field, activate in the Screen options http://prntscr.com/j17g2x

3/ Insert the ID of the HTML Block you have created into menu item Description

Have a look here: https://woodmart.xtemos.com/ and click demos. Choose the menu which you want to reproduce on your site. You screenshots are not clear.
