Menu as images with shortcode html blocks on hover

hello, we are using standard Woodmart menu, but we would like to change it to display manufacturers logotypes in line and display HTML Block (subcategories) on hover.
How can I achieve that? I can’t link image to shortcode – it does not work. There is no hover option also..
I have tried to create menu items with images but it also does not work properly.

Sorry, but there is no way to set the menu by using images only. You need to define any title for the menu item and the image you can set in the menu item settings – https://take.ms/RdGAi
