Menu items not visible for new user with administrator role

I just created an administrator account for a person responsible for setting up the theme. Her user role is “administrator” however she can’t see what I see. Ss attached. It looks like new user with administrator role doesn’t get permission to any of the theme functions yet she can set up all the things in “theme settings”.

Please click the Screen Options tab in the upper right of the screen. The Screen Options pane will slide down to reveal specific options for the page you are on. Select the checkboxes to display the related modules on the screen.
