I need the website to be in English and Spanish, but after reading the help I’m not sure if I should purchase the WPML plugin or if the theme already has it integrated

WPML is premium plugin and you need to purchase a license for it. WoodMart theme is fully compatible with WPML at the same time theme does not include the plugin.

It’s an HTML Block that is assigned to the menu item. The block itself can be changed via Dhasborad -> HTML Blocks.
