Need help to find some feature

I have previously seen an option to set up that only registered users can buy in the store. Now I do not find this option. Can you tell me where is it?

And if I want that unregistered user can be able to see the product price
but cant buy him. I have this option ?

No, that would not be possible. You will need to hide Add to cart button and quantity block with CSS. Let us know if you need help.
