On Apple devices, viewport meta, disable option to user to ping-to-zoom

Since IOS 10, Apple enables pinch-to-zoom even when it is not desired. Although the theme sets the
user-scalable=no
attribute in the meta tag, Apple devices ignore it. We do not want the user to be able to pinch-to-zoom. How will we be able to achieve this?
